Super Saiyan God 3 is an ascended form as SSG1 and 2 (as you probably guessed). It requires more godly ki than one normally receives from the Godly Ki transfer ritual. A mortal would need to perform the ritual twice, or they could try to keep the extra godly ki obtained from going Super Saiyan Blue. A god would simply train harder to get more godly ki.
