The Fire Brigades needs to save Tokyo Empire while the White Clad wants to destroy them. It seems every character has a role in this arc in some way or another. Giovanni in particular poses a serious threat. The reality is that no matter what happens, their world needs heroes like the Fire Brigades. There's only 2 episodes left so hopefully, this season will make a big impact for the final episodes. Arthur's scenes were pretty amusing this episode lol
