Viz Media's anime streaming service Neon Alley confirmed in response to a twitter question that Blood Lad will receive an English dub, and that it's already in production. Additionally, the dub will stream on Neon Alley for about a month. Viz has already been streaming the subbed version of Blood Lad since it aired, back in July of 2013.
